What we would do first

    What changes

For New York for-hire vehicle bases

Prevent camera tickets with your own trip records

A camera ticket names only the plate. Your trip record names the driver and the route. We match each ticket to its trip and GPS trace. When the trace backs the car, your office files a dispute. Otherwise it pays before the first penalty. You see which drivers and stretches keep drawing notices; we mark those stretches as camera zones in dispatch.

      What we build

It runs on the dispatch system you have

Two dispatchers with headsets in a base office on an overcast day, monitors showing a live map of cars beside a radio console

      Dispatch

Your back office stops retyping trips

We connect your dispatch system to tolls, tickets, payroll and the TLC's trip-record submissions through its export or API. The night dispatcher keeps working the same way. Inspection appointments, insurance dates and license renewals go on the dispatcher's board, where a car is taken off rotation.

Greenstar · 6:34 AMT000512C: four-month inspection Oct 28, 8:00 AM. Off rotation that morning; driver 118 notified. Insurance expires Nov 4; renewal due to TLC before then.

      Trip and toll reports

Find the hours you run short of cars

Your trips show pickups by hour and zone, dead miles and toll costs per driver. We match every toll on the E-ZPass statement to a trip and a driver. At month end each driver gets an itemized statement. We build the TLC trip records, the MTA's per-trip charge remittance and the state's monthly congestion surcharge return from those trips.

A frosted relief map of New York lit from below, dense upright fiber threads glowing blue with an orange band through the middle, a hand reaching in above them

      City tickets

Matched to the driver who had the car

The TLC files your base under its license. DOF files tickets under the plate. The toll agencies bill tolls to the tag. We read all three at 6:30 AM and tie each ticket and toll to the car, the driver on dispatch that shift and the trip. A license expiry goes on the board for the car it belongs to.

      • TLC, DOF and OATH records matched to the car and the driver on dispatch at the time
      • Each line shows when the city last updated it. Paper tickets usually post in one to four weeks; some camera tickets take three months
      • We never hold your logins. Hearing requests and payments go out from your own DOF and TLC accounts

      One bus lane camera ticket

Your GPS trace answers the camera

The dispatch record shows who had the car, where it was and which trip was on. You have 30 days to answer before the first penalty, counted from the day a parking ticket is written or the day a camera notice is issued. Follow this notice from DOF's file to the closed line:

Diagnosis: the trace shows the car stopped at the curb for 50 seconds, 2:26:50 to 2:27:40 PM. The passenger was already waiting there. The trip record opens at 2:27 with the passenger on board, and the camera fired at 2:27:14. A brief stop in a curbside bus lane to let a waiting passenger in is a permitted exception (34 RCNY §4-12(m)), unless signs prohibit it or the lane is a busway. Your dispatch record is the evidence. The hearing decides whether the exception holds.

      The rule
Parking tickets and red light notices go to the driver who had the car at the time, on a trip or not, once that driver has had the chance to dispute them. Speed and bus lane camera notices stay with the owner. The base disputes on the trip record whenever it supports the car. Written once, applied every time.

Who pays is set by the lease and the TLC's leasing rule. Parking tickets and red light notices from the lease period can be passed to the driver if the driver had a chance to dispute them. Speed and bus lane camera notices stay with the owner (35 RCNY §59A-21(c)(3)). A base that does not lease the car can pass a summons to a driver only under a franchise or cooperative agreement that allows it (§59B-18(f)(3)), and drivers on payroll cannot be charged fines (Labor Law §193). We apply the rule the same way every time and show each line to whoever pays it.

An unwatched notice sits unanswered at the registrant's mailing address. Penalties are added and a judgment follows. Once the registered owner's judgments pass $350 across every car in its name, any of those cars can be booted on the street. A booted car takes no dispatches. It can be towed if the debt is not paid within two business days, or sooner if its registration or insurance is not valid. Boot, tow and storage fees come on top of the fines. Every step is a dated public record that we read as it posts.

Bus lane camera violation in judgment, $78.11. Dated Feb 8; the notice went to the registrant's old mailing address and nobody answered it. Same stretch of Example Boulevard as two other notices in the last twelve months. Step: paid this week by the car's owner. What it means. The one camera penalty has been added and the notice is in judgment; the $78.11 is this plate's whole judgment total, and its owner's.

What we'd automate. The payment queued for the owner, and the notice kept with the plate alongside driver 118's shift for that morning. From then on, any notice on this plate still unanswered at day 20 is an alert, not a judgment.

Four-month inspection, Oct 28, 8:00 AM. A base may not dispatch a car that has missed an inspection until it passes. What it means. The TLC requires three inspections a year, at least one every four months, and this one falls inside the window. The car spends that morning at the station, and the two items that failed last time are the ones to check first.

What we'd automate. A block on the dispatch board from 7:00 to 11:00 AM so no trip is offered, a pre-check work order to the shop for the day before, and the result entered from the station's report the same day, with the car back on rotation when it shows a pass.

What we'd automate. Reminders to the owner and the base office at 14 and 7 days, a check each morning for the new FH-1 and declarations page, and, if they have not gone to the TLC by the day before, the car taken off the dispatch board automatically.

What it means. The first happened during a pickup the base can show from its own record. The second is a parking ticket from driver 204's lease period, so once driver 204 has had the chance to dispute it, the lease can pass it on.

What we'd automate. Registered owner: an affiliated leasing company · 9 cars on the TLC roster · judgments across them $305.00, all on this plate.

What it means. DOF counts every car registered to the leasing company, so one more judgment over $45, on this car or any other car in its name, makes each of them eligible for a boot, and a booted car takes no dispatches.

What we'd automate. The four payments queued for the leasing company, the notices shown to drivers 152 and 177 with their shifts attached, as a record and not a charge, and a daily read of the owner's judgment total across its cars, with an alert the moment any notice passes day 20 unanswered. Judgment debt $0. No notice on this plate has gone past day 30 in the last twelve months; the red light notice above is the only one open.DOF violations · city updated Oct 15

The record. Plate T000545C · judgments: none · registered owner's other cars on the TLC roster: no judgments · open notices: 1 (red light camera, respond by Nov 1) · notices in the last twelve months: 4, the other three answered inside 30 days.

What it means. The plate has no judgments, and neither does any other car its owner registers with the TLC.

What we'd automate. The same day-20 alert as every plate, so it stays that way.

One paper ticket inside the dispute window: expired meter, Oct 6. Driver 131 was on a logged meal break, not on a trip, and parked past the paid time. Step: offered to driver 131 to dispute, then paid before day 30 and billed to driver 131 under the lease.DOF violations · city updated Oct 15

The record. Notice 0000000031 · expired meter · Oct 6, 1:34 PM · fine $35.00 · respond by Nov 5 · driver 131 on shift, break logged 12:50 to 1:40 PM, no trip open.

What it means. It happened on a break, so the base has nothing to dispute. A parking ticket from the lease period can go to the driver once the driver has had the chance to dispute it.

What we'd automate. The notice sent to driver 131 with the break time and a date to dispute, the payment queued in your DOF account before day 30, and the line on driver 131's statement with a receipt.

What it means. The car is good until the next one, and that one is the base's to book.

What we'd automate. The four-month deadline on the dispatcher's board, a booking reminder to the base office a month ahead, and the car off rotation the morning of the appointment.

What it means. Driver 131's toll lines can go on the statement as they are.

What we'd automate. The nightly match, and driver 131's month-end statement built from it without anyone sorting tolls by hand.

      Contracts and grants

Ride contracts for bases in good standing

A bid or a grant application asks for what the base sheet already shows. Before the city or the state awards anything, it wants a base in good standing with the TLC, every car's inspection and insurance current, a year of trip records and an M/WBE certificate on file.

      Access-A-Ride and school runs

We match bids to your fleet and TLC standing

The MTA buys Access-A-Ride's non-dedicated trips through brokers, who subcontract the rides to taxi and for-hire bases. The school system and city agencies request pupil, client and staff transportation. Hospitals and insurers contract for non-emergency medical rides. Every day we read the City Record, PASSPort, the NYS Contract Reporter and the MTA's procurement portal, and note each deadline.

      • Paratransit and pupil transportation bids as they open
      • The fleet size, accessible vehicles and insurance each bid wants
      • Who won the last contract and at what price

      M/WBE certification

      Certification a broker can check

City contracts set participation goals. Prime contractors and brokers meet them with certified firms. We watch your SBS certification, its renewal date, the categories it covers and the bids that set goals in those categories. We also watch what a bid checks: the base license and its renewal, the accessible-vehicle dispatch requirement, and every car's inspection and insurance dates.

      • When your certification expires
      • How much of each transport bid goes to certified firms
      • Base license, inspection and insurance dates current when a bid checks them

      Charging incentives

How long each car sits at the lot

NYSERDA's charging programs ask that first. They also ask how far each car drives per shift and whether the fleet is in good standing. We pull dwell time and miles from your trips and the fleet's standing from the base sheet before the application opens.

      • Dwell time and miles per shift from your own trips
      • The cars that sit long enough to charge
      • The charging reports due after the award

      What we read

TLC licenses and DOF tickets behind the base sheet

We read the TLC, DOF and OATH files on every plate and add your trips, shifts and E-ZPass statements. Each line on the sheet shows when the city last updated it. Paper tickets usually post in one to four weeks; some camera notices take three months.

      How it starts

      Send us a base number

      1. The base name or its TLC license. Within one business day we send back a base sheet from the city's files for every plate on the roster.
      2. A plan for dispatch. What we would connect to dispatch, what we would watch, who on your team gets which alert, and the date it goes live.
      3. Live on the board. We connect dispatch, start the driver statements and send alerts to the board. Then we keep it running.
